PREAMBLE
--------------------------------------------------------------------------------

This license governs the use, reproduction, modification, and distribution of
the software and associated documentation files (the "Software") released under
it. It is offered freely to humanity as a contribution to beneficial knowledge,
in the tradition of Islamic civilization's long service to science, mathematics,
engineering, and the common good.

The authors of this Software are Muslims who believe that providing a tool
which is then used to cause harm is a matter of moral accountability before
Allah, even if the harm is caused by another hand. This license identifies a
specific set of use cases that are either prohibited by near-universal scholarly
consensus or derived from contemporary ijtihad (scholarly reasoning) applying
established Islamic principles to modern technology. The Islamic basis for each
restriction is provided alongside the restriction itself in Part II. The
specific restrictions applicable to this Software are set out exclusively in
Part II. The Preamble and the Islamic Basis passages within Part II provide context
and explanation but do not create additional legal obligations.

We release this Software in a spirit of openness and benefit to all people,
committed to the principle found in the Quran, Surah Al-Ma'idah (5:2):

    "And cooperate in righteousness and piety, but do not cooperate
     in sin and aggression."

This license is source-available, not open source as defined by the Open Source
Initiative (OSI). We invite all who use this Software — Muslim and non-Muslim
alike — to consider the ethical weight of what they build with the tools
available to them. As Allah says: "There is no compulsion in religion"
(Al-Baqarah 2:256).

DEFINITIONS
--------------------------------------------------------------------------------

The following terms, when capitalised in this License, have the meanings set
out below. Grammatical variants of defined terms (such as "Distributes" or
"Distribution") carry the corresponding defined meaning.

"Person" means any natural person, organisation, corporation, or other legal
entity, including its officers, employees, and agents acting on its behalf.

"Software" means the source code, object code, documentation, and associated
files released under this License by the copyright holder.

"Derivative Work" means any work that is based upon or derived from the
Software, including any modification, adaptation, translation, or extension.
Mere interoperability with, linking to, importing of, or interfacing with the
Software does not by itself create a Derivative Work.

"Contribution" means any copyrightable material intentionally submitted to a
project licensed under this License for inclusion in or documentation of the
Software, including but not limited to source code, documentation, and test
cases. "Submitted" means any form of communication sent to the project
maintainers with the intent that it be incorporated, including pull requests,

Software under the terms of this License. End users who use an application or
service that incorporates the Software, without having received a copy of

PART I: GRANT OF RIGHTS

Restrictions set forth in Part II, the copyright holder hereby grants to any
Person obtaining a copy of this Software a worldwide, royalty-free,
non-exclusive license (irrevocable except as provided in Part III) to:

  2. Copy, reproduce, and distribute copies of the Software, in source or
     compiled form, to any recipient;

     Software;

For the avoidance of doubt, the Ethical Use Restrictions in Part II are
conditions of the licence grant above. Any use of the Software in breach of
Part II is unlicensed use and may constitute infringement of the copyright

Each contributor to the Software grants to the copyright holder and to all
recipients a perpetual, worldwide, royalty-free, non-exclusive, irrevocable
patent license to make, use, sell, offer for sale, import, and otherwise
transfer the Software, to the extent that such transfer is covered by patent
claims licensable by the contributor that are necessarily infringed by their
contribution. If any Person or entity institutes patent litigation against any
contributor or licensee regarding the Software, the patent licence granted to
that Person or entity under this License shall terminate as of the date such
litigation is filed.

This License does not grant any rights in the trademarks or service marks of
the copyright holder.

PART II: ETHICAL USE RESTRICTIONS
--------------------------------------------------------------------------------

The rights granted in Part I are conditioned upon the following restrictions.
No Licensee may use, distribute, modify, or incorporate the Software, in whole
or in part, in direct or substantial support (that is, support that is more
than trivial, incidental, or remote) of any of the following categories of
activity. Where a platform or system has multiple functions, a restriction
applies where the prohibited activity constitutes the predominant revenue-
generating or operational purpose of the system as a whole. Each category is
defined with specificity to avoid ambiguity.

The "Islamic Basis" passages accompanying each restriction below are
explanatory and do not create additional legal obligations. They are included
to provide the reader with the scholarly and scriptural foundation for each
restriction.

RESTRICTION 1 — INTEREST-BASED FINANCIAL SYSTEMS (RIBA)

The Software may not be used in the development, operation, maintenance, or
support of any financial system, platform, application, or service whose
Primary Function is the charging, collection, or facilitation of interest
(riba) in any form, whether on loans, credit, deposits, or any other
financial instrument, regardless of the interest rate, the identity or
financial condition of the parties involved, or whether the transaction is
classified as conventional, commercial, or consumer lending.

    Clarifications:

    (a) Riba, in all its forms, is prohibited by unanimous scholarly
        consensus (ijma'). This restriction applies to all interest-based
        lending and borrowing systems without exception — including but not
        limited to consumer credit, commercial loans, mortgage interest
        platforms, payday lending, and any system whose structural design
        involves the giving or taking of interest.

    (b) This restriction does not prohibit all use of the Software by
        financial institutions. The Software may be used in payment
        processing, accounting systems, financial data analysis, and other
        financial technology applications whose Primary Function does not
        involve the charging or collection of interest. Islamic (Shariah-
        compliant) financial platforms are expressly permitted.

    (c) This restriction does not require the copyright holder to audit
        every financial use of the Software. It establishes the ethical
        boundary; the user bears the moral and legal responsibility for
        compliance.

    Islamic Basis: Allah declared war, in the Quran itself, on those who
    persist in riba after being warned (Al-Baqarah 2:279). This is language
    used for almost nothing else in the Quran. The scholars are unanimous in
    its prohibition — every form of interest, without exception, is haram.
    There is no distinction in Shariah between "high" and "low" interest,
    between "predatory" and "fair" lending, or between interest charged to
    the vulnerable and interest charged to the wealthy. Riba is riba. The
    prevalence of interest-based finance in the modern world does not alter
    the ruling. That which Allah has forbidden does not become permissible
    because it has become commonplace. This restriction reflects the full
    scope of the scholarly consensus, not a narrowed or diluted version of
    it.

RESTRICTION 2 — PORNOGRAPHY AND SEXUALLY EXPLICIT CONTENT

The Software may not be used in the development, operation, maintenance,
hosting, distribution, or monetization of any platform, application, or
service whose Primary Function is the production, storage, distribution, or
sale of sexually explicit content, including but not limited to:

    (a) Pornographic video, image, or audio content involving real human
        beings;

    (b) AI-generated, algorithmically produced, or animated sexually explicit
        content, whether depicting real, realistic, or fictional subjects;

    (c) Platforms whose primary commercial model is subscription to or
        sale of sexually explicit content.

    Clarifications:

    (a) This restriction does not prohibit use of the Software in content
        moderation tools whose purpose is the detection and removal of
        sexually explicit material. However, platforms that knowingly host,
        serve, or tolerate sexually explicit content — including behind age
        gates, filters, or opt-in mechanisms — are not considered to be
        merely "encountering" such content incidentally.

    (b) Medical, clinical, or educational software dealing with human anatomy
        or sexual health in a non-exploitative, professionally appropriate
        manner is not prohibited by this restriction.

    Islamic Basis: The Prophet, peace be upon him, described the eye, the
    heart, and the hand as all capable of their own form of zina (Sahih
    Muslim, 2657). A platform dedicated to the mass industrial production
    of sexually explicit content is, in our view, one of the most
    significant engines of moral corruption in contemporary society. We will
    not knowingly contribute to it.

RESTRICTION 3 — GAMBLING AND GAMES OF CHANCE

The Software may not be used in the development, operation, or maintenance of
any platform, application, or service whose Primary Function is gambling,
wagering, or games of chance in which real monetary value or equivalent
fungible assets are staked against an uncertain outcome, including but not
limited to:

    (a) Online casinos, sports betting platforms, and poker applications;

    (b) Cryptocurrency gambling platforms;

    (c) Loot box systems and in-application purchase mechanics where real
        money is spent to obtain randomised outcomes, regardless of the
        monetary value of individual items;

    (d) Lottery and scratch-card applications.

    Clarifications:

    (a) Competitions where participants pay an entry fee to compete for
        non-monetary rewards (medals, trophies, rankings) are not prohibited.
        Competitions where participation is free and prizes are funded by
        sponsors or third parties are not prohibited. However, any system
        where participants stake money against an uncertain outcome to win
        money — regardless of whether skill is involved — is a form of
        gambling and is prohibited by this restriction.

    (b) Statistical simulation, actuarial software, and probability modeling
        tools used in research or risk assessment are not prohibited by this
        restriction.

    Islamic Basis: Allah explicitly prohibited maysir alongside khamr as
    "defilement from the work of Satan" (Al-Ma'idah 5:90). The verse
    continues: "Satan only wants to cause between you animosity and hatred
    through intoxicants and gambling, and to avert you from the remembrance
    of Allah and from prayer" (5:91). Gambling corrupts both wealth (hifz
    al-mal) and reason (hifz al-'aql).

RESTRICTION 4 — INTOXICANTS AND NARCOTICS

The Software may not be used in the development, operation, or support of any
platform, application, or service whose Primary Function is the production,
sale, distribution, or promotion of:

    (a) Alcoholic beverages;

    (b) Controlled narcotics and illegal drugs;

    (c) Any substance primarily consumed for its intoxicating or mind-
        altering effect.

    Clarifications:

    (a) Pharmaceutical software, clinical trial management systems, harm
        reduction platforms, addiction treatment services, and medical
        research applications are not prohibited by this restriction, even
        where such software handles data relating to controlled substances.

    (b) Regulatory compliance software used by government agencies monitoring
        controlled substances is not prohibited.

    Islamic Basis: "Every intoxicant is khamr, and every khamr is forbidden"
    (Sahih Muslim, 2003). Medical and harm-reduction software is excluded
    because the preservation of life takes precedence.

RESTRICTION 5 — SURVEILLANCE, CONTROL, AND OPPRESSION

The Software may not be used as a material component in any system whose
Primary Function is the mass or covert surveillance, tracking, identification,
or targeting of individuals or populations for the purpose of control,
persecution, discrimination, or denial of fundamental rights — including the
rights to life, liberty, freedom from torture, freedom of conscience, and
freedom of expression — including but not limited to:

    (a) Mass surveillance infrastructure designed to monitor, profile, or
        control populations or individuals, whether deployed by states,
        corporations, or other entities;

    (b) Facial recognition or biometric systems deployed for the purpose of
        identifying, tracking, or persecuting individuals or groups;

    (c) Data collection and profiling systems designed to enable the
        targeting of individuals for detention, interrogation, punishment,
        or suppression of their rights and freedoms;

    (d) Tools designed to enable stalking, harassment, or intimate partner
        surveillance of private individuals without their knowledge or consent.

    Clarifications:

    (a) Network security monitoring, threat detection, and cybersecurity
        tools are not prohibited by this restriction.

    (b) Parental control software with transparent and consensual application
        is not prohibited by this restriction.

    Islamic Basis: Allah says in Surah An-Nahl (16:90): "Indeed, Allah
    orders justice and kindness, and giving to relatives, and forbids
    immorality, lewdness, and oppression. He admonishes you that perhaps you
    will be reminded." In a hadith qudsi, Allah declares: "O My servants, I
    have forbidden oppression for Myself and have made it forbidden amongst
    you, so do not oppress one another" (Sahih Muslim, 2577). Mass
    surveillance is an instrument of oppression regardless of who it
    targets. It violates the dignity of every human being — Muslim and
    non-Muslim, dissident and ordinary citizen alike. The protection of life
    and dignity falls under hifz al-nafs (preservation of life), and the
    protection of freedom of conscience under hifz al-din (preservation of
    religion). We have a particular duty not to contribute to systems that
    monitor, profile, or control any people.

RESTRICTION 6 — WEAPONS AND MILITARY SYSTEMS THAT KILL CIVILIANS

The Software may not be used as a specific and material component in the
development, design, guidance, deployment, targeting, or operational support
of any weapons system or military technology used or designed for the killing,
maiming, or indiscriminate harm of civilian populations, including but not
limited to:

    (a) Nuclear, chemical, biological, and radiological weapons;

    (b) Conventional weapons systems — including bombs, missiles, drones,
        and artillery — used or designed for strikes on civilian areas,
        residential infrastructure, hospitals, schools, or places of worship;

    (c) Autonomous weapons systems and AI-assisted targeting platforms that
        select or engage human targets;

    (d) Military surveillance and intelligence systems that provide
        targeting data for strikes on civilian populations.

    Clarifications:

    (a) Defensive cybersecurity systems and purely defensive infrastructure
        not designed for or directed at harming civilians are not prohibited
        by this restriction.

    (b) Academic research, simulation, and threat modeling conducted in
        the context of arms control, disarmament, or public health is not
        prohibited by this restriction.

    Islamic Basis: Islamic rules of warfare (fiqh al-jihad) are explicit
    that non-combatants must not be targeted. The Prophet, peace be upon
    him, prohibited the killing of women, children, the elderly, and monks
    (Sahih Bukhari, 3015; Sahih Muslim, 1744; Abu Dawud, 2614). This
    prohibition does not depend on the type of weapon used. A conventional
    bomb dropped on a residential neighbourhood kills families just as
    surely as a nuclear weapon. A drone strike on a hospital is no less a
    crime because the missile is not chemical. The means do not determine
    the sin — the killing of innocents is the sin. There is no scholarly
    position in mainstream Islamic jurisprudence that permits the deliberate
    killing of civilian populations by any means.

RESTRICTION 7 — SYSTEMATIC DECEPTION AND FRAUD

The Software may not be used as a primary instrument of systematic deception
designed to cause material harm to individuals, including but not limited to:

    (a) Phishing systems, scam infrastructure, and social engineering
        platforms designed to deceive individuals into surrendering
        financial assets, personal credentials, or sensitive information;

    (b) Disinformation platforms whose Primary Function is the automated
        mass production and distribution of fabricated content designed to
        deceive the public on matters of material consequence;

    (c) Fraud systems targeting vulnerable populations, including the
        elderly or those in financial distress, through deceptive
        impersonation or false promises.

    Clarifications:

    (a) Security research involving simulated phishing or social engineering
        conducted with institutional oversight and informed consent is not
        prohibited by this restriction.

    Islamic Basis: "Whoever deceives us is not of us" (Sahih Muslim, 101).

PART III: TERMINATION
--------------------------------------------------------------------------------

  1. Automatic Termination. The rights granted under Part I shall terminate
     automatically and without notice if the Licensee breaches any of the
     Ethical Use Restrictions in Part II. Upon termination, the Licensee must
     immediately cease all use, distribution, and sublicensing of the Software.

  2. Scope of Termination. Termination applies only to the Licensee in breach.
     The rights of any other person or entity who received the Software from
     the Licensee prior to termination, and who remains in compliance with
     this License, are not affected.

  3. Cure Period. If the Licensee ceases the prohibited activity within
     thirty (30) days of becoming aware of a breach, or within thirty (30)
     days of receiving written notice from the copyright holder, whichever
     is earlier:

     (a) For a first-time breach, the Licensee's rights under this License
         shall be automatically reinstated upon full cessation of the
         prohibited activity within the cure period.

     (b) For any subsequent breach, the Licensee may request reinstatement
         by written notice to the copyright holder. Reinstatement of
         repeat offenders is at the sole discretion of the copyright
         holder, exercised in good faith.

  4. Survival. Parts II (Ethical Use Restrictions), VI (Disclaimer),
     VII (Governing Law), and VIII (Redistribution of This License Document)
     survive termination of this License. The obligation to cease use upon
     termination is itself a surviving obligation.

PART IV: CONDITIONS OF DISTRIBUTION

Any Person that distributes the Software, whether in original or modified
form, must:

  1. Retain this License in full, without modification, in any distributed copy;

  2. Provide clear notice to recipients that the Software is distributed under
     the Shariah-Informed Open License (SIOL) Version 1.0;

  3. Include all copyright notices applicable to the Software, as described
     in Part V, in any distributed source or compiled form.

Modified versions of the Software must be clearly identified as modifications
of the original, including the nature of the modifications and the date on
which they were made.

When a Person releases their own original Software under this

the copyright notice at the top of this License, replacing the placeholders

PART VII: GOVERNING LAW AND JURISDICTION

This is a secular license with ethical restrictions drawn from Islamic
teachings. It is not governed by Shariah law. We live in a world where
no Shariah court system exists with the jurisdiction to enforce software
licenses across borders. We acknowledge this reality honestly rather than
claim an authority we do not possess. The Ethical Use Restrictions in Part II
are legal terms interpreted and enforced under English law. Their Islamic
foundation is a matter of conscience, not of jurisdiction.

This License is governed by and construed in accordance with the laws of
England and Wales. Any dispute arising out of or in connection with this
License, including any question regarding its existence, validity, or
termination, may be brought before the courts of England and Wales or before
the courts of the jurisdiction in which the alleged breach occurs.

Failure by the copyright holder to enforce any provision of this License does
not constitute a waiver of that provision or of the right to enforce it in the
future.

If any provision of this License is held to be invalid, illegal, or
unenforceable by a court of competent jurisdiction, such provision shall,
where possible, be construed in a manner that renders it valid and enforceable
and gives effect to its original intent. Where such construction is not
